Instructions of use Legislative information center of NLR

1. General Provisions

1.1. Legislative information center (LIC) is a structural division of informational bibliographic department (IBD) of National library of Russia (NLR) which carries out specialized reference and informational service of users (natural and artificial persons) on the basis of access to electronic databases (DB) of reference and legislative systems (RLS) under the legislation of the Russian Federation.

1.2. This instructions are developed according to "Document about the Legislative information center of NLR" and "Instructions for use the Legislative information center of NLR" .

1.3. LIC working daily (except Sunday, Holidays and Cleanup days ) Opening Hours:
Monday, Wednesday - 13 - 21;
Tuesday, Thursday, Friday - 9 - 17;
Saturday - 11 - 19;
Cleanup day on the last Tuesday of every month.

2. An order of servicing users in the LIC

2.1. Right of use the LIC is given to all, who have library ticket of NLR.
2.2. User service is carried out in turn.
2.3. The time of user's work don't exceed two hours if there is a queue.
2.4. Professor and people, who have doctor's degree have extraturn service.
2.5. The staff of the NLR have the same rights as users.
2.6. While visiting LIC users show to the bibliographer the inspection sheet with library ticket, after finishing work give that sheet to bibliographer of LIC.
2.7. At the first visiting users are offered to read "Instructions for use LIC", "Instruction to user of LIC", users received advertising and information materials about opening hours and activity of LIC.
2.8. For the registration of attendance, studying inquiries and doing statistics users is registered in electronic DB of LIC "the Account of attendance of users in LIC".
2.9. Administrative computers are not given at the disposal of users, are not intended for searching documents.
2.10. On conditions of licence contracts of NLR with the legislative companies (legislative owners) there are restrictions on granting to users in electronic form full texts of documents of normative and technical character, and also the documents which are object of the copyright of the companies. The list of restrictions is specified at the bibliographer on duty.
2.11. All data received by results of work from RLS, on CD, in the Internet intended for the further carrying over on electronic or paper media, users independently send on the administrative computer to a network user folder. If necessary the user can create own folder.
2.12. Data under the preliminary request of the reader is stored in the user folders till next cleanup day in NLR (1.3).
2.13. Saving documents on electronic media (floppy disks, CD, DVD), printing documents, sending by email are doing by bibliographer after user's finishing work and not later than 15 minutes before the termination of work of LIC.
2.14. Printing documents is carried out in format which was established by developers of the RLS.
2.15. Electronic media bought in LIC are available for later work if you leave it in LIC.
2.16. The computer network stop working a 15 minutes before closing NLR.
2.17. Legal counseling are not provided.
2.18. References confirming receipt of copies of documents in LIC, references on the reasons of absence of documents in RLS are not given.
2.19. In LIC there are additional paid services according to the "Price list".
2.20. Payments carried out by bibliographer.
2.21. Servicing natural and legal persons on a contractual basis by conclusion the "Contract about reference service"

3. Rules and obligations of users

3.1. Users have right:
1) self-dependent search legislative information in DB RLS, on CD and in the Internet;
2) to receive recommendations of working in DB RLS;
3) To look through full-text documents under the legislation of the Russian Federation in electronic form;
4) To receive the help information about the document status and about official source of its publication;
5) Bibliographer can help you while you are working if you have exact requisites of the document (date, number, the document name);
6) In the absence of the document in all DB of RLS and in the presence of exact requisites of the document the bibliographer can make inquiry in the Reference and legislative company which servicing LIC, having filled "the Standard form of the order for the document";
7) To use personal computers on self-contained power supply in coordination with administration of NLR;
8) To receive an extra time in working on the computer if in an operating time of the user there were failures in network , and there was no access to all Reference and Legislative Systems;
9) There are paid services:
- Bibliographer's realization more than three references and thematic inquires;
- Formation the text of the document, which intended for saving on the electronic media or for printing by bibliographer;
- Formatting text of the document by programs MS Word and MS Excel;
- Achieving document by programs WinZip and WinRar;
- Saving documents on the electronic media;
- printing documents;
- sending documents by email;
- Training users to work self-dependent in reference and legislative systems (RLS)
- Acquaintance with legislative resources in the Internet including database of the LIC "Legislative resources" and "Official periodicals" on the NLR Web-site;
- Working in the office programs;
- Scanning, copying the literature by legislative thematic if it is permitted;
- Servicing natural and legal persons on a contractual basis.

3.2. Users are obliged to:
1) To inform bibliographer in cases of malfunctions of the computer or the software;
2) To perform orders of the bibliographer about the work suspension in the legislative databases, associated with database update or restoration works;
3) To be sparing with property and equipment of the LIC;
4) To inform the bibliographer about temporary leaving from the workplace, in this connection employees do not bear responsibility for safety of the information windows left on a desktop of the computer;
5) To bear responsibility for safety of the received documents on any data medium;
6) To observe a correctness in relation to other users, to employees;
7) To observe the present Rules "Instructions for use reading rooms in NLR".

3.3. Users are not permitted to:
1) To bring in the library electronic medias;
2) To use administrative computers;
3) To use office phone without bibliographer's permission;
4) To break the silence, to create not the right atmosphere for work;
5) To break standards of public conduct, to create discomfort situation for others users;
6) To use mobile phones;
7) To eliminate independently technical malfunctions of the computer;
9) To move the monitor of the computer from the fixed place;
10) To reboot or turn off the computer.

4. Responsibility of LIC users

For infringement of the present Rules, damaging of the equipment, coputers the user bears administrative and the criminal liability, provided by the legislation of the Russian Federation and "Instructions for use reading rooms in the NLR".

5. The rights of LIC for servicing users

LIC have a right to:
5.1. Independently define the maintenance and concrete forms of the activity according to the purposes and the problems defined by Charter of the NLR, "An order about the Center of legislation information of the NLR" and licence contracts of the NLR with the reference and legislative companies about information service.
5.2. To add and change the present Rules without the prior notification of users.
5.3. In case of temporary absence of the reader on the workplace if necessary to search documents on that computer;
5.4. The persons who are not observing the present Rules, employees of the LIC have the right to rebuke and at inadequate response to call service of internal security of the NLR.

6. Obligations of the LIC for servicing users

The staff of the LIC is obliged to:
6.1. To provide realization of the users rights, which established by the present Rules.
6.2. To improve reference service, to study inquiries of users for the purpose of their fullest satisfaction.
6.3. To support timely updating databases of the RLS.
6.4. To provide users with operative information:
- about all types of reference information services, which placed in the LIC;
- about changes in opening hours of the LIC and about servicing users;
- About changes and addings, which are makes in the present Rules and other documents.
6.5. To provide quality and culture of servicing users, which are necessary for the work, comfort in the room of the LIC.
